This is the name netizens assigned to the Harbin City Construction Committee after a section of a bridge collapsed in August 2012. The bridge cost a total of RMB1.8 billion and had been in operation for less than a year.
In Mandarin, "contemptible" (贱 jiàn) sounds the same as "construction" (建 jiàn).
The Harbin City Construction Committee claimed after the collapse that the work unit responsible could not be found, and that the collapse was likely due to overloaded trucks. The official handling of the incident also gave rise to the term "slip".
