This is a parody on the name for the Ministry of Railways (铁道部).  The Ministry of Railways came under close public scrutiny in 2011. In that year there was a massive corruption investigation into actions taken by [http://chinadigitaltimes.net/2011/02/china-rail-chief%e2%80%99s-firing-hints-at-trouble/ Railway Minister Liu Zhijun], there have been allegations that local officials from the Ministry of Railways were [http://chinadigitaltimes.net/2011/03/the-tragedy-of-zhao-wei/ complicit in the death of a college student], and most significantly there have been accusations that the [http://chinadigitaltimes.net/2011/07/chinas-high-speed-rail-glitches-racing-to-make-errors/  Ministry’s lax oversight] allowed the Wenzhou train accident to occur.

The emblem of the Ministry of Railways.

A play on “Ministry of Railways” (铁道部 Tiědào Bù), which came under close public scrutiny in 2011. Former Railway Minister Liu Zhijun was investigated for corruption; local Ministry officials were alleged to be complicit in the death of a college student on a train; and most significantly, accusations flew that the Ministry’s lax oversight allowed the Wenzhou train crash to occur.
