“Shocking proposals” refer to shocking statements or draft laws made by representatives to the annual meetings of the National People's Congress and the People's Political Consultative Congress, also known as the Two Sessions. A video depicts some of the most “shocking proposals” from the 2011 Two Sessions, including:
- A comment that people from the countryside should not attend college because they could never become accustomed to living in crowded cities.
- A comment that inflation and rising housing prices were caused by people having two much money.
