The phrase is a play on Liu's name. The first two characters, 随波 literally mean "follow the wave."  The second character, "wave" is the last character in Liu's name.  The second two characters, 逐刘 sound the same as "mainstream" but use different characters. The second character, Liu is Liu Xiaobo's surname. The phrase thus has two meanings; "go with the flow" and something that means the exact opposite, "follow and pursue [the example of] Liu Xiaobo."

Coded support for the Chinese dissident and Nobel Peace Prize winner Liu Xiaobo.

During his tenure as a professor of literature at Beijing Normal University, Liu Xiaobo served as a mentor to the student protesters in 1989. In and out of prison since, he was detained in 2008 after the release of the democracy manifesto Charter 08, which he co-authored. He was awarded the Nobel Peace Prize in 2010, just a month into his 11-year sentence for "inciting subversion of state power."
