Sarcastic reference to the excessive private lives of certain public officials, first used in reference to Li Junwen (李俊文), a formerdistrict official in Shanxi Province. Li was arrested in December 2012 following the revelation that he had ten children from four wives in a country that was then under the One-Child Policy. Another 14 people were sacked, demoted, or given warnings for negligence or helping Li arrange identity documents for his illegitimate children.
