This is a veiled reference to Zhou Yongkang, retired senior CCP leader and public security chief, and close ally of fallen Chongqing party chief Bo Xilai. Despite media reports that began in August of 2013 claiming that Zhou was at the center of a massive government corruption probe the official government narrative still holds the former official in good grace. As such, the nickname “Master Kang” is used by netizens to refer to the retired official in the midst of censorship directives forbidding such discussion.
