“Shocking proposals” refer to shocking statements or draft laws made by representatives to the Two Sessions. As depicted in this video, some of these “shocking proposals” from the most recent Two Sessions include:

• A comment that people from the countryside should not attend college because they could never become accustomed to living in crowded cities.

• A comment that inflation and rising housing prices was caused by people having two much money.
