党性大发 (dǎng xìng dà fā): give free rein to one’s “Party” nature
This is a play on the phrase,兽性大发, which means “to give free rein to one’s animal/brutish nature.”
The phrase comes from a local news story and is used in the following political cartoon. Much of the humor is lost in translation, but the basic joke goes:
A: How can the bureau chief tear down our houses without paying a good price? He's really giving free rein to his brutish nature.
B: Be careful which words you're using. The bureau chief epitomizes the Party's nature.
A: Then in that case, why is he giving free rein to his "Party" nature?
